In general, the Offset agreement, and as an integral part of international defense contracts, is when a defense prime vendor agrees to buy products from the country to whom it is selling. The Offset occurs when the estimated main contract amount is 10million U.S. Dollars worth or more in the Research and Development project, direct foreign procurement and License Production.
